3、 法律/官方语境
表示“继续（提出指控、调查等）”。
The prosecutor chose not to proceed with the case due to lack of evidence.（由于证据不足，检察官决定不继续审理此案。）
The police will proceed with the investigation until they find the suspect.（警方将继续调查，直到找到嫌疑人。）
4、 日常场景
可用于日常决定或行动，强调“开始做某事”。

与“proceed to do”的区别：
proceed with + 名词：强调“继续/开始某件事”（后面接具体的事物或动作的名称）；
proceed to do：强调“接着做另一件事”（后面接动词原形，表示动作的转换）。
例：
